Sobre a disparidade dos meios de campanha
Esta notícia sobre os meios de campanha dos partidos nas eleições europeias é interessante. Dando como boa a informação lá presente (algo sempre complicado na comunicação social portuguesa), a disparidade dos meios de campanha do PS face aos dos restantes partidos é realmente impressionante. Isso contudo levanta-me uma dúvida: que o orçamento do PSD para as europeias era superior ao do PS. Cerca de 2 milhões e 200 mil euros para o PSD face a 1 milhão e 520 mil euros para o PS.
Será que o PSD já esta a poupar dinheiro para os outros actos eleitorais?
Essa dúvida à parte, só podemos elogiar o carácter profissional da máquina de campanha do PS. Sem dúvida, e isso é visível, a melhor máquina de campanha destas eleições.
É pena que essa excelente máquina só sirva para transmitir conteúdo de baboseiras e afins, que envergonham a história do partido.

Por que há coisas que são realmente tarde...
Agora é que se lembraram disto? É tarde!
Sabemos via EuropeanVoice que oito grandes líderes de partidos socialistas, entre os quais estão Mário Soares, Gonzalez, Schroeder e Jospin, publicaram uma declaração no dia 2 de Junho a defender que o Partido Socialista Europeu deveria apresentar urgentemente um candidato alternativo a Durão Barroso para Presidente da Comissão.
Esta tentativa de criar um verdadeiro debate nestas eleições europeias é paupérrima. Tendo sido publicada na recta final da campanha, isto soa a mais um embuste. Se os signatários desta declaração queriam realmente que houvesse um candidato socialista à Comissão, então que usassem da sua influência colectiva e individual para que tal acontecesse. Por exemplo, publicando isto numa altura em que poderia ter algum efeito.
Alguém acha que a dois dias do começo das eleições (o Reino Unido e a Holanda votam hoje) esta declaração terá alguma espécie de utilidade?
Publicada agora, esta declaração não parece ser tanto uma afirmação de coragem dos signatários face aos respectivos partidos, mas sim uma acção de cobertura das respectivas imagens pessoais. O que custa defender algo, quando se sabe que já não se pode pôr em prática?
Um espectáculo triste, portanto.
Estas eleições europeias são uma farsa. E a culpa é dos Socialistas!
Este é o tema da crónica de Wolfgang Proissl no FT Deutschland de ontem (via Eurointelligence). A razão é simples: ao não terem um candidato que concorresse contra Durão Barroso para Presidente da Comissão, os partidos socialistas impediram a realização duma verdadeira campanha sobre assuntos europeus. Para quê discutir as diferentes visões que os vários partidos europeus possam a vir a ter sobre a Europa, se os principais partidos estão unidos no apoio às actuais políticas liderados por Barroso?
Até se pode perguntar se não será um embuste dizer que o Partido Socialista Europeu defende ideias diferentes dos Populares. Isto seria a mesma coisa que o PSD e o PS dizerem que tem ideias opostas para a governação do país, e depois Manuela Ferreira Leite vir dizer que apoia a continuação de Sócrates como Primeiro-Ministro!
Foi este o grande contributo que Zapateiro, Brown, e Sócrates, juntamente com as "mentes brilhantes" do SPD alemão, deram para o debate europeu. Ou melhor, para a inexistência dum debate europeu. Isso era uma coisa muito complicada. Obrigava os socialistas europeus a terem ideias, a discuti-las e a defende-las. E isso é uma maçada. E podia interferir com os pratos de lentilhas que a malta vai ter (vide exemplo dos rumores sobre Martin Schulz e o cargo de comissário que ele ambiciona).
E nós aqui, à beira-mar plantados, sempre podemos dizer que continuamos a ter um português num dos cargos mais importantes do mundo. E isso será propagandeado como uma grande vitória do governo.

5.000 and counting
Numa altura destas, em vésperas de eleições para o Parlamento Europeu (onde se espera uma abstenção elevadíssima); quando é recorrente o discurso sobre o afastamento das pessoas dos assuntos da política, é verdadeiramente impressionante que este movimento – totalmente emanado da sociedade civil, sem qualquer apoio partidário – consiga, praticamente sem recursos que não sejam a vontade dos seus subscritores, alcançar tal resultado.
Bem sei que este tema, o do casamento entre pessoas do mesmo género, é já mainstream na camada progressista e liberal da sociedade portuguesa. É essa característica que permite que com grande facilidade gentes de esquerda e de direita, novos e velhos, pessoas de todas as áreas profissionais estejam a assinar o documento promovido pelo MpI com a vontade e o entusiasmo demonstrado pelos números.
Portugal tem mesmo uma nova geração de gente que se interessa pelo Bem Comum, que respeita a Liberdade Individual de cada um e que se bate pela Igualdade total no acesso à Lei. Nestes sim, vislumbra-se um futuro interessante, para este canto da Europa.

A força do carácter
Pois na altura muitos se insurgiram sobre umas pretensas declarações da Elisa ao Jornal de Negócios, atribuindo-lhe erradamente a autoria da citação "o dinheiro é do Estado, é do PS". Este artigo causou um grande mal entendido e deu azo a diversos comentários e artigos na imprensa. Apesar de prontamente desmentida, muitos houve que não a interiorizaram, continuando mesmo a por em causa a veracidade do (primeiro e tímido) desmentido do Jornal de Negócios. Destaco entre os que não aceitaram o desmentido, o Nuno Gouveia, que em repetidos posts tem atacado a candidatura da Elisa ao Porto (por exemplo aqui).
Pois ontem, o Director do Jornal de Negócios, Pedro Guerreiro, faz um editoral completamente esclarecedor sobre este assunto, que pode ser aqui consultado. Uma vez mais se demonstrou a força do carácter da Elisa Ferreira. Terão os seus principais detractores a mesma característica e emitir, também, um pedido de desculpa público?
Mudsliding, humor e política.
O vídeo, que, repito, não o aprovo, é um exemplo recente que caracteriza os rumos do debate em Portugal: ataque pessoal ao principal adversário político, ad hominen. É essa a táctica que alguma direita tem procurado promover, por exemplo (como o comprova aliás alguns dos comentários recebidos neste post).
Dizia então que estas formas de fazer política estão cada vez mais frequentes na vida política nacional, e cortam qualquer intenção de elevar o debate sobre as propostas em causa. É o que se tem visto por esta campanha fora, e de parte a parte, admito.
O vídeo em causa, em minha opinião, roça o limite do aceitável, por ser talvez demasiado explicito, muito on your face. É verdade que o Paulo Rangel, com as respostas dadas, se põe a jeito para um contra-ataque destes, mas a coisa podia ter sido feito com mais… delicadeza.
Para exemplificar o argumento, deixo-vos outros vídeos, também de ataque político, mas que pelo uso da ironia, do humor e da ficção se destacam. Um é produzido pelo Bloco de Esquerda e é contra o Tratado de Lisboa; o outro é da responsabilidade da Sinistra i Libertá, coligação de esquerda concorrente às eleições europeias, que ataca o Partido Democrático (outra coligação de «esquerda» em Itália).
Estes exemplos reportam à melhor tradição do uso da caricatura e do humor em política, e devem relembrar que há outras formas de fazer política, mesmo negativa, do que atirar lama à cara do adversário. À atenção da direita.

Certains leaders politiques français, par ailleurs anciens membres du Parti Socialiste, ont récemment multiplié les déclarations sur les très nombreux votes communs du Parti Socialiste Européen (PSE) et du Parti Populaire européen (PPE) au sein du Parlement européen. On nous affirme, chiffre effrayant, que 97% des décisions seraient prises d’un commun accord par ces deux formations. En bon sympathisant socialiste, il y a de quoi s’alarmer. Quelques jours plus tard, la terrible statistique vient une fois de plus nous faire sursauter, cette fois-ci de la bouche du chef du Nouveau Parti anticapitaliste. Pas besoin de plus pour dérouter le sympathique sympathisant. Mais qu’en est-il vraiment ?
Reprenons ce chiffre. D’où sort-il ? Comme l’a relevé récemment Jean Quatremer dans Libération, il semble que MM. Mélenchon et Besancenot, car il s’agit bien d’eux, soient allés glaner leur chiffre sur le site « l’observatoire de l’Europe », site eurosceptique proche de la mouvance de Philippe de Villiers. On retrouve ce chiffre dans l’étude d’un chercheur suédois, Jan Johansson mené en 2008 sur les 535 votes finaux de textes législatifs européens. Au-delà de l’étrange mélange des genres, il semble que les dirigeants politiques mentionnés n’aient pas vraiment saisi la manière dont les textes législatifs sont adoptés au sein des institutions communautaires, ce qui est fort regrettable lorsqu’on constate qu’ils sont eux-mêmes candidats à des sièges d’eurodéputés…
Citons Pervenche Bérès, présidente de la Commission des Affaires Economiques et Monétaires et membre de la délégation socialiste française que mentionne le même Jean Quatremer : « La négociation européenne, c’est comme une négociation syndicale : on se bat, mais au final il faut conclure un accord tenant compte du rapport de force ». C’est qu’en effet, les textes votés ne tombent pas du ciel in extenso.
Si la Commission qui détient le monopole de l’initiative communautaire a actuellement, au travers de son président, une orientation plutôt libérale, il n’en va pas de même au sein du collège des chefs d’Etats et de gouvernement du Conseil européen qui décide des grandes impulsions à donner à la construction européenne. Il n’en va également pas de même de l’ensemble des gouvernements représentés au sein du Conseil des ministres de l’Union qui examine le texte avant le Parlement et doit généralement trouver une majorité qualifiée, si ce n’est pas l’unanimité pour l’adopter. De ce fait, avant que d’être examiné par le Parlement, les textes ont-ils déjà fait l’objet de débats parfois très vifs et de compromis souvent délicats, dont les formations politiques respectives doivent tenir compte. Et pendant l’examen des textes mêmes, discute-t-on article par article des amendements proposés par les différentes formations. Si on y ajoute le fait qu’aucune de ces dernières ne détient de majorité absolue au sein du Parlement, on comprend alors aisément qu’au final chaque groupe aura plus ou moins intérêt à voter ou refuser le texte selon les amendements qu’ils ont pu introduire.
Logiques institutionnelles, logiques partisanes, logiques compromissoires. Toutes ces données s’entremêlent et raffinent le mode de prise de décision, rendant réductrice une statistique fondé sur le seul vote final des textes. Va-t-on reprocher aux socialistes de jouer le jeu de la démocratie pour obtenir le plus d’avancées sociales concrètes ?
La statistique est une science bien malléable. Les chiffres semblent ne jamais pouvoir mentir et pourtant on leur fait dire ce que l’on veut. Alors, à ceux qui s’indignent de ces 97% de votes finaux « communs », on a envie de souffler qu’une étude très sérieuse de la LES et de l’Université libre de Bruxelles a démontré que si on inclut à notre étude le vote par amendement, on recense 42% de vote commun des communistes avec le PPE… Bonnet blanc et blanc bonnet, vraiment ?

LGBT : les socialistes européens s'engagent !
Estive em Roma no fim-de-semana desta acção de campanha. Estive como activista e cidadão preocupado com a qualidade da democracia ao nível europeu. Já conhecia muitos dos intervenientes, conheci outros. Soube que na Bielorrússia internaram o Andrei num hospital psiquiátrico porque ele se assumiu homossexual. Soube ainda que na Suécia se conversa com os agentes do clero para se construir um ritual religioso para a celebração do rito do casamento entre pessoas do mesmo género.
Neste fim-de-semana, já em Portugal, tive a oportunidade de estar na conferência de imprensa do Movimento pela Igualdade. Já aqui vos tinha falado disso (tema que o Pedro Morgado também já referiu), e a sessão correu muitíssimo bem, com extraordinárias intervenções da Isabel Moreira, do Pedro Marques Lopes, do Daniel Sampaio e da Ana Zanati (esta principalmente).
O Movimento pela Igualdade surgiu da necessidade de promover o debate, dentro da sociedade progressista e liberal portuguesa, acerca do acesso ao casamento civil de pessoas do mesmo género. É uma questão de igualdade. Ponto. Bem sei que Portugal já não é a Bielorrússia, nestes temas; mas também sei que ainda não é a Suécia. Andaremos algures no meio destas realidades.
Do que tenho tido a oportunidade de verificar, através do meu envolvimento no MpI, é que há de facto uma camada bem significativa da população portuguesa que está preparada para dar a cara e, sem ambições partidárias ou políticas, se envolver por uma questão de civilidade e pelo reconhecimento público que todos temos o direito à felicidade e à equiparação jurídica perante a Lei.

I write this on the morning of the end of the once-mighty General Motors. By high noon, the President of the United States will have made it official: General Motors, as we know it, has been totaled.
As I sit here in GM's birthplace, Flint, Michigan, I am surrounded by friends and family who are filled with anxiety about what will happen to them and to the town. Forty percent of the homes and businesses in the city have been abandoned. Imagine what it would be like if you lived in a city where almost every other house is empty. What would be your state of mind?
It is with sad irony that the company which invented "planned obsolescence" -- the decision to build cars that would fall apart after a few years so that the customer would then have to buy a new one -- has now made itself obsolete. It refused to build automobiles that the public wanted, cars that got great gas mileage, were as safe as they could be, and were exceedingly comfortable to drive. Oh -- and that wouldn't start falling apart after two years. GM stubbornly fought environmental and safety regulations. Its executives arrogantly ignored the "inferior" Japanese and German cars, cars which would become the gold standard for automobile buyers. And it was hell-bent on punishing its unionized workforce, lopping off thousands of workers for no good reason other than to "improve" the short-term bottom line of the corporation. Beginning in the 1980s, when GM was posting record profits, it moved countless jobs to Mexico and elsewhere, thus destroying the lives of tens of thousands of hard-working Americans. The glaring stupidity of this policy was that, when they eliminated the income of so many middle class families, who did they think was going to be able to afford to buy their cars? History will record this blunder in the same way it now writes about the French building the Maginot Line or how the Romans cluelessly poisoned their own water system with lethal lead in its pipes.
So here we are at the deathbed of General Motors. The company's body not yet cold, and I find myself filled with -- dare I say it -- joy. It is not the joy of revenge against a corporation that ruined my hometown and brought misery, divorce, alcoholism, homelessness, physical and mental debilitation, and drug addiction to the people I grew up with. Nor do I, obviously, claim any joy in knowing that 21,000 more GM workers will be told that they, too, are without a job.
But you and I and the rest of America now own a car company! I know, I know -- who on earth wants to run a car company? Who among us wants $50 billion of our tax dollars thrown down the rat hole of still trying to save GM? Let's be clear about this: The only way to save GM is to kill GM. Saving our precious industrial infrastructure, though, is another matter and must be a top priority. If we allow the shutting down and tearing down of our auto plants, we will sorely wish we still had them when we realize that those factories could have built the alternative energy systems we now desperately need. And when we realize that the best way to transport ourselves is on light rail and bullet trains and cleaner buses, how will we do this if we've allowed our industrial capacity and its skilled workforce to disappear?
Thus, as GM is "reorganized" by the federal government and the bankruptcy court, here is the plan I am asking President Obama to implement for the good of the workers, the GM communities, and the nation as a whole. Twenty years ago when I made "Roger & Me," I tried to warn people about what was ahead for General Motors. Had the power structure and the punditocracy listened, maybe much of this could have been avoided. Based on my track record, I request an honest and sincere consideration of the following suggestions:
1. Just as President Roosevelt did after the attack on Pearl Harbor, the President must tell the nation that we are at war and we must immediately convert our auto factories to factories that build mass transit vehicles and alternative energy devices. Within months in Flint in 1942, GM halted all car production and immediately used the assembly lines to build planes, tanks and machine guns. The conversion took no time at all. Everyone pitched in. The fascists were defeated.
We are now in a different kind of war -- a war that we have conducted against the ecosystem and has been conducted by our very own corporate leaders. This current war has two fronts. One is headquartered in Detroit. The products built in the factories of GM, Ford and Chrysler are some of the greatest weapons of mass destruction responsible for global warming and the melting of our polar icecaps. The things we call "cars" may have been fun to drive, but they are like a million daggers into the heart of Mother Nature. To continue to build them would only lead to the ruin of our species and much of the planet.
The other front in this war is being waged by the oil companies against you and me. They are committed to fleecing us whenever they can, and they have been reckless stewards of the finite amount of oil that is located under the surface of the earth. They know they are sucking it bone dry. And like the lumber tycoons of the early 20th century who didn't give a damn about future generations as they tore down every forest they could get their hands on, these oil barons are not telling the public what they know to be true -- that there are only a few more decades of useable oil on this planet. And as the end days of oil approach us, get ready for some very desperate people willing to kill and be killed just to get their hands on a gallon can of gasoline.
President Obama, now that he has taken control of GM, needs to convert the factories to new and needed uses immediately.
2. Don't put another $30 billion into the coffers of GM to build cars. Instead, use that money to keep the current workforce -- and most of those who have been laid off -- employed so that they can build the new modes of 21st century transportation. Let them start the conversion work now.
3. Announce that we will have bullet trains criss-crossing this country in the next five years. Japan is celebrating the 45th anniversary of its first bullet train this year. Now they have dozens of them. Average speed: 165 mph. Average time a train is late: under 30 seconds. They have had these high speed trains for nearly five decades -- and we don't even have one! The fact that the technology already exists for us to go from New York to L.A. in 17 hours by train, and that we haven't used it, is criminal. Let's hire the unemployed to build the new high speed lines all over the country. Chicago to Detroit in less than two hours. Miami to DC in under 7 hours. Denver to Dallas in five and a half. This can be done and done now.
4. Initiate a program to put light rail mass transit lines in all our large and medium-sized cities. Build those trains in the GM factories. And hire local people everywhere to install and run this system.
5. For people in rural areas not served by the train lines, have the GM plants produce energy efficient clean buses.
6. For the time being, have some factories build hybrid or all-electric cars (and batteries). It will take a few years for people to get used to the new ways to transport ourselves, so if we're going to have automobiles, let's have kinder, gentler ones. We can be building these next month (do not believe anyone who tells you it will take years to retool the factories -- that simply isn't true).
7. Transform some of the empty GM factories to facilities that build windmills, solar panels and other means of alternate forms of energy. We need tens of millions of solar panels right now. And there is an eager and skilled workforce who can build them.
8. Provide tax incentives for those who travel by hybrid car or bus or train. Also, credits for those who convert their home to alternative energy.
9. To help pay for this, impose a two-dollar tax on every gallon of gasoline. This will get people to switch to more energy saving cars or to use the new rail lines and rail cars the former autoworkers have built for them.
Well, that's a start. Please, please, please don't save GM so that a smaller version of it will simply do nothing more than build Chevys or Cadillacs. This is not a long-term solution. Don't throw bad money into a company whose tailpipe is malfunctioning, causing a strange odor to fill the car.
100 years ago this year, the founders of General Motors convinced the world to give up their horses and saddles and buggy whips to try a new form of transportation. Now it is time for us to say goodbye to the internal combustion engine. It seemed to serve us well for so long. We enjoyed the car hops at the A&W. We made out in the front -- and the back -- seat. We watched movies on large outdoor screens, went to the races at NASCAR tracks across the country, and saw the Pacific Ocean for the first time through the window down Hwy. 1. And now it's over. It's a new day and a new century. The President -- and the UAW -- must seize this moment and create a big batch of lemonade from this very sour and sad lemon.
Yesterday, the last surviving person from the Titanic disaster passed away. She escaped certain death that night and went on to live another 97 years.
So can we survive our own Titanic in all the Flint Michigans of this country. 60% of GM is ours. I think we can do a better job.
