Quem lidera um espaço como a Europa comunitária - quem lidera realmente - tem de saber e querer liderar esse espaço. A única maneira de ter alguém a liderar, efectivamente, esse espaço é obrigá-lo/a a ir a votos na totalidade desse espaço.

Quando quem lidera a Europa comunitária só tem de responder perante uma parte dos cidadãos desse mesmo espaço - por exemplo (e completamente aleatório) a Alemanha - é natural que somente tente agradar aqueles que lhe garantem a reeleição.
